| A critical impetus for E-Governance in Bengal |

| With a view to make the public distribution system more transparent and efficient, the West Bengal government has decided to introduce photo ration cards for the people of the state. Webel Technologies Ltd. has taken up this very critical exercise of issuance of photo ration cards with bar code features, with the Department of Food and Supplies, Govt. of West Bengal. Price rise of essential commodities has sky rocketed in the recent times and the general public is wary of blackmarketing. The issuance of photo ration cards will help people to get essential commodities at a cheaper rate from the public distribution system, in a transparent manner. The end objective is to weed off bogus, ghost, and fake ration cards, by cleansing of the database, through use of state-of-the-art technology and introduction of water tight security features. In the pilot level, this initiative would be taken up in the Bardhaman district and gradually extended to all other districts of the state. WTL will introduce tamper proof, laminated photocards to about 41,04,854 residents, assigning each an unique identification number, to enable better monitoring and management of beneficiaries by the Food and Supplies Department. Special emphasis is being given to ensure the quality. This will also change the way the Food and Supplies Department serves the citizens of West Bengal. The photo ration cards will have inscribed holograms & would be distributed to the people after scrutiny through BPL( Below poverty line) lists. |

Webel Mediatronics Limited in collaboration with Variable Energy Cyclotron Centre has developed a software for automatic conversion of Bengali text. to sign language. The work started nearly two years ago. The project was taken up with a view to develop computer interface for communication between the hearing impaired and normal persons. The software has a database of words and sign movie clips. The software can convert a sentence into sign expression as per conventions of the sign language. The software can also be useful as a teaching aid. Field trial has been done at a number of special schools and has received overwhelming response.
The software is named 'Mounisara ver 1.0' and was formally launched at a function organized by Variable Energy Cyclotron Centre on 8th June 2009 at VECC, Saltlake. The Hon'ble Minister-in-charge, Information Technology, Government of West Bengal, Dr. Debesh Das, formally released Mounisara version 1.0 at this function. A presentation film title 'Sign' In was also released to showcase the success of this project. |

Bangalr Mukh, Government of West Bengal's portal was restructured and launched on April 15,2009 from WBSWAN State Head quarter POP, now working out of Webel Bhavan. The portal successfully hosted back-to-back results publication of Madrasah Board, W.B. Board of secondary education, W.B. Board of Higher Secondary Education on consecutive days from 27th May.
Fuelled by Internet feed from Webel ISP and deriving processing power from WBSWAN SHQ infrastructure the portal served the student community of West Bengal by reporting accurately the Exam Results with sub 10-second response time. On 28th May, Banglar Mukh serviced more than 20 Lakh hit in 3 hours from 8 Lakh plus Madhyamik examinees and their near and dear ones, responding with accuracy and promptness.
The performance has been widely acclaimed by the citizens and acknowledged by the media. |

| IT tool to help people with cerebral palsy |

| Webel's latest innovation, the audio-visual software, christened 'Pictorial', has specially developed keypads that help cerebral palsy children communicate their feeling by selecting pictures. |
|
The software and keypads could be attached to any computer. For children who cannot use hands, Webel has developed foot-switches that can be used to select pictures for expressions. The software has a database of 2000 pictures to select from and the Indian Institute of Cerebral Palsy has provided Webel with these specially designed icons. In each icon, there is a sound file, which can generate audible expressions. By clicking on any icon, the user will be able to play the sound file and make people understand their feelings.
The software has a pair of specially designed hand switches for two hands. While one switch would be used to scroll through the pictures, the other switch would be for selecting an expression or pressing the 'Enter' button. Similar mechanism is in place for the foot switches. This design was necessary since cerebral palsy children cannot use normal mouse to click on specific icons. |

The already developed system for the visually impaired persons are widely accepted by the users, presently being used in 120 blind schools all over India. |

| WML is working jointly with CDAC (T) for development of motorized wheel chair under a project sponsored by Ministry Of Information Technology, Gov. Of India. The new scheme takes care of control of the vehicle, which is much easier than the conventional method of driving wheels. WML is now engaged in re-designing and fabricating 10 motorized wheel chairs. Prototype models are ready; field trial is being carried out at National Institute Of Orthopedically Handicapped, NIOH Kolkata. |

| WIMATS - a new Braille Transcription Software |

| Webel Mediatronics Limited (WML) and International Council for Education of People with Visual Impairment (ICEVI) have been working together for last few years to develop an advanced Mathematics / Scientific Text to Braille Script Transcription Software in English following Nemeth Code. As an outcome of this effort, WIMATS - a feature laden application software is ready for deployment in Braille Presses world over to transcript Mathematical and Scientific text input into Braille Script. The output can be printed in a variety of Braille Embossers. The Software has already been successfully tested at 'IHRDC', Coimbatore, India and 'Resources for the Blind', Manila, Philippines. |

The Software will bridge a long felt need of availability of Mathematics and Science for Higher Secondary and College level studies for the Visually Impaired persons. The Software support inputs of arithmetic, algebra, geometry, trigonometry, calculus, vector, set notations and Greek alphabets.
Sri. S. N. Goswami, Director of WML stated that Visually Impaired persons will not have to worry now about the availability of books for mathematics and science courses any more. The GUI is very user friendly and training does not take a long time.
The Software will be launched formally during 12th World Conference of International Council for Education of People with Visual Impairment (ICEVI) at Putra World Trade Centre, Kuala Lumpur on 17th July 2006 by Ms. Komla Devi, Secretary, Ministry of Education, Govt. of Malaysia. On 19th July 2006 a 'hands-on' training program on the Software has been arranged for the delegates participating from all over the world.
ICEVI has presence in 185 countries in the world and the Software developed by WML will be made available to all these countries through ICEVI.
